Birch Street - from Hokah Drive to Birch Court - Construction Project

Project Background

Description
Anoka County, in partnership with the City of Lino Lakes and Rice Creek Watershed District, are reconstructing Birch Street (CSAH 34) from Hokah Drive to Birch Court. This project consists of 4,660 feet of road reconstruction, new storm sewer, watermain realignment, median curb & gutter, and two roundabouts: one at Tomahawk Trail and one at West Shadow Drive. This project will be completed by November, 2021.

Anoka County and the City of Lino Lakes developed a locally-supported vision of Birch Street. This project will help slow traffic speeds and provide safe access to Birch Street from adjacent side streets.

Project Goals

  • Safely accommodate all users, including motor vehicles, pedestrians, and bicyclists
  • Replace aging infrastructure at the end of the life cycle
  • Improve storm water management and treatment
  • Reduce impacts and avoid natural resources and wetlands adjacent to the highway corridor, where appropriate
  • Provide efficient mobility and access for all modes of travel
  • Improve emergency response times to serve the community
  • Provide continual thru traffic in each direction by constructing two roundabouts

Construction Staging 

Project Start
This phase will include preliminary work to prepare the project limits for utility relocation, including tree removal within the project limits which will allow private and small utilities to relocate in preparation for the road construction work.  Excavation and construction of the storm water treatment basins will be graded and seeded. All construction work will be done within the County right of way, and the existing roadway will allow traffic to continue to operate with two lanes in each direction. (May 3, 2021 - May 30, 2021)

Stage I
During this stage of the project, Birch Street will be closed to westbound traffic, and eastbound traffic will continue in a one-way direction; a signed detour will be provided for motorists.  Construction will include the storm sewer and watermain systems and services in the north portion of the roadway, along with the north half of the roundabout at the intersection of West Shadow Lake Drive and Tomahawk Trail. (June 1, 2021 - end of July, 2021)

Stage II
During Stage II, Birch Street will be closed to eastbound traffic, and westbound traffic will continue in a one-way direction. A signed detour will be provided for motorists.  Construction will include the storm sewer system on the south portion of the roadway, and the south half of the roundabout at the intersection of West Shadow Lake Drive and Tomahawk Trail. (End of July, 2021 - early August, 2021)

Stage III
During Stage III of the construction, Birch Street will be open to two-way traffic in both directions.   Construction will include the bituminous trail on both sides of Birch Street, raised median concrete, final bituminous surface of the roadway, and Installation of final pavement message markings and striping lines. (Early August, 2021 - end of October, 2021)
