How do I get a Permit to Purchase?

  • Only a Minnesota Resident can apply for a Minnesota Permit to Purchase.
  • There isn’t any fee to apply for a Permit to Purchase.
  • You will need to have a current, not expired Minnesota Driver’s License or Identification Card.  If you have renewed your Minnesota State Issued Identification but haven’t received the replacement, you will need to also have your renewal form available.   
  • A current, not expired Passport can also be used for identification, but you will need to provide some recent proof of residency that you live in Anoka County.  A water bill is an example of a secondary proof of residency.
  • If you intend to purchase a handgun you must be at least 21 years of age.  
  • If you intend to purchase a modern sporting rifle such as an AR-15, some businesses will require you to have a Permit to Purchase and be 21 also.  They are a business who has the right to be more selective in their sales. 
  • You should apply at your local Anoka County police department.  If you do not have a local police department, you will need to apply at the Anoka County Sheriff’s Office.
  • You can fill out the form found at https://www.anokacounty.us/DocumentCenter/View/538/Permit-to-Purchase-a-Firearm online.  Once you have completed the form print it out.  
  • You can then bring the form and your Minnesota State issued identification to the Anoka County Sheriff’s Office.
  • Staff will verify your form and then ask you to sign and date it in 4 separate locations.
  • If you wish to mail the form, you will need to sign and date it in 4 separate locations.  Then you will have to make a legible color copy of the front and back of your Minnesota State Issued identification or other identification as mentioned above.
  • Mail the completed form (signed and dated) and copy of your identification to Anoka County Sheriff’s Office, Attention Gun Permits Section, 13301 Hanson Blvd. N.W., Andover, MN  55304 
  • Applications are processed in the order they are received. 
  • Applications are dependent on a detailed background check.  They are normally completed in 7 days.
  • If you are approved, the Permit will be mailed to your home address.  
  • If you are denied, you will receive a letter explain why that will also be mailed to you.
  • If an application is incomplete or not legible, it will be denied.
  • A Permit to Purchase is Valid for 1 year only.

 How do I get a Permit to Carry?

  • You must apply in person at the Anoka County Sheriff’s office located at: 13301 Hanson Boulevard NW, Andover, MN 55304.
  • You must present a current MN driver’s license, state issued ID or Passport (or a legible photo copy).
  • You must be at least 21 years old.
  • You must present a current certificate of completion of a MN Permit to Carry class taught by a BCA certified instructor (these certificates are valid for one year from the date it was issued).
  • A Permit to Carry in Anoka County costs $75, payable by cash, check or credit card (MasterCard, Visa or Discover); please have the payment with you when you come to apply.
  • Applications can be found here and are available at the Sheriff’s office.
  • Applications must be filled out completely, incomplete or inaccurate applications may result in getting denied.
  • Application approval may take up to 30 days and is dependent on a detailed background check. If your application is approved your card will be mailed directly to your home address. If you are denied, you will receive a letter stating why.
  • A MN Permit to Carry is valid for 5 years.

How do I renew my MN Permit to Carry?

  • You must apply in person at the Anoka County Sheriff’s office located at: 13301 Hanson Boulevard NW, Andover, MN 55304.
  • You must present a current MN driver’s license, state issued ID or Passport (or a legible photo copy).
  • You must be at least 21 years old You must take another permit to carry class to renew and present a current certificate of completion of a MN Permit to Carry class taught by a BCA certified instructor (these certificates are valid for one year from the date it was issued).
  • Applications can be found here and are available at the Sheriff’s office.
  • Applications must be filled out completely, incomplete or inaccurate applications may result in getting denied.
  • Application approval may take up to 30 days and is dependent on a detailed background check. If your application is approved your card will be mailed directly to your home address. If you are denied, you will receive a letter stating why.
  • No permits may be renewed more than 90 days prior to their expiration.
  • There is a discount available for people who can renew early- $50 if you renew up to 90 days before the expiration date, $65 for renewing 1 to 30 days after the expiration date and 30 days after the card expiration date it is considered a new permit and the fee is $75; payable by cash, check or credit card; please have the payment with you when you come to apply.

What do I need to do if I have a Permit to Carry and my address or name has changed?

  • You are required to notify the Sheriff’s Office within 30 days of a name or address change.
  • You always have to go back to the issuing county for each data change, until your card expires.
  • You can update your information in person at the Sheriff’s Office or via mail at 13301 Hanson Boulevard NW, Andover, MN 55304.
  • You are not required to get a new card if your data changes. However, if you would like one, new cards are available for $10. We recommend that you get a new card because most gun dealers will not sell to you if your permit to carry card and driver’s license addresses don’t match.
  • If you chose to notify us in person, you will need to bring your updated driver’s license or yellow DMV receipt and your permit to carry card. You will need to complete the first page of the Permit to Carry application. Applications can be found here (first page only) and are available at the Sheriff’s office.
  • If you chose to notify us via mail, you must send a completed first page of the permit to carry application, a copy of your updated MN driver’s license, or yellow DMV receipt, and a copy of your permit to carry card (incomplete applications will be denied). If you would like a new card, please enclose a check for $10 payable to the Anoka County Sheriff’s Office.
  • You will receive your updated Permit to Carry card via mail within 7 days.
