Neighborhood Stabilization Program (NSP)

Anoka County, along with the rest of Minnesota, has seen an increase in mortgage foreclosures over the last couple of years.

In an effort to assist those neighborhoods hard hit by the foreclosure crisis, the federal government launched a Neighborhood Stabilization Program (NSP) with an Anoka County startup in February of 2009.

Anoka County will use federal NSP funds to create permanent housing opportunities while meeting NSP requirements and household income guidelines within the identified areas of “greatest need.” Those areas have been determined by Federal Census Tract/Block groups and are outlined within the Final NSP Final Substantial Amendment (revised 12/19/08, pdf, 23MB). Within the outlined areas of greatest need, Anoka County will use NSP funds to address residential housing that has been foreclosed upon and is now vacant or abandoned. Bringing housing units into compliance with health and safety requirements and addressing rehabilitation needs will be key components to stabilizing neighborhoods.

Anoka County has elected to address the problem of foreclosed and vacant properties by spending NSP funds in 3 specific ways:

  1.  Purchase a property - if structure is beyond repair, demo it - sell property;
  2.  Purchase a property - rehab the structure to meet health and safety codes - sell property;
  3.  Incentive funds will be available to qualified buyers to buy down principal on the purchase of a home. 

Again, not every foreclosed and vacant property is eligible for this funding; only those properties that are located in “areas of greatest need” (see maps below) can be assisted by the county.  Details about these 3 programs can be found in the county’s NSP Final Substantial Amendment (revised 12/19/08, pdf, 23MB) and other documents below.

THE DURATION OF ALL NSP PROGRAMS IS SUBJECT TO THE AVAILABILITY OF FUNDING.

Note:  The NSP Incentive Fund Program
will close February 28, 2010.

The federal Department of Housing and Urban Development (HUD) has determined that NSP funds, unless otherwise stated, will follow the regulations of the Community Development Block Grant (CDBG) program.
