9 CDBG Funding

A limited amount of additional 2009 CDBG project funds are now available for activities that can be implemented immediately.  These additional CDBG funds are limited to cities and towns within Anoka County (public services do not qualify).  The Application below needs to be completed and submitted by October 30, 2009.

Down Payment Assistance Program

Provides down payment funds to qualified first time homebuyers.

Home Energy Rehabilitation LoanHome Energy Rehabilitation Program

Provides zero-interest deferred loans to install high efficiency furnaces, boiler systems, water heaters, insulation and programmable thermostats to qualified low to moderate income homeowners.  Cannot be combined with the Housing Rehab Program.

HouseFirst Time Homebuyers Program

Provides fixed low-interest loans to qualified first-time homebuyers. The 2009 Program has been canceled due to the poor bond market.  It is hoped that as the economy improves this mortgage loan program will resume in April of 2010. Information will be posted as it becomes available.

Housing Rehabilitation Program

Provides zero-interest deferred loan funds to eligible home owners for home rehabilitation.

NEW  in ’09 – Rental Rehabilitation Loan Program

This program provides a 3% interest loan (with energy saving incentives to lower loan amount) to eligible owners of rental properties for rehabilitation

The Community Development Department, as part of the county’s Governmental Services Division, focuses on housing and community development needs so as to benefit low to moderate income residents. The department’s primary responsibility is administering the CDBG and HOME programs which are federally funded through the U.S. Department of Housing and Urban Development (HUD).  We work in conjunction with the county’s Housing and Redevelopment Authority (ACHRA) and are part of a consortium which includes Anoka, Dakota, Ramsey and Washington Counties. Our department is responsible for:

Federal NSP (Neighborhood Stabilization Program)

The federal Neighborhood Stabilization Program is a one time special allocation of CDBG funds designated to help stabilize neighborhoods in "areas of greatest need" of assistance due to the effects of foreclosure.

The CDBG program is the federal government’s primary program for promoting community revitalization for low and moderate income persons.

HOME  (HOME Investment Partnerships) program

The HOME program affirms the federal government’s commitment to provide decent, safe, and affordable housing to all Americans and to alleviate the problems of excessive rent burdens, homelessness, and deteriorating housing stock.

Anoka County is a member of the metro-wide Fair Housing Implementation Council which promotes regional fair housing initiatives.

Reporting Documents

The Community Development Department prepares several reporting documents that summarize the use of federal funds, describe program goals and measure our success in achieving those goals. Each of the documents listed below are submitted to HUD for review and approval. Once approved by HUD, they are added to our Web site for the public’s information and reference. The documents on the Web site include only the narrative portion of each report. The entire document, including all attachments, can be viewed in our office; or if you wish, a copy can be provided to you (a copying/mailing fee will be charged).  Please contact our department with any questions or requests.

5-Year Consolidated Plan:

This plan lays the groundwork for each 5-year funding period. It describes the county’s anticipated needs and priorities developed in consultation with cities, towns, agencies, organizations and interested citizens. Applicants seeking funding must have an activity that meets either a High or Medium priority as listed in the current Needs and Priorities Chart. The Con Plan also sets measurable goals that the department works to accomplish over each five-year cycle. Action Plan:

This document lists those activities awarded funding for the program year starting in July. It briefly describes the types of activities funded and the amount of funds awarded to each recipient; it also notes the national objective the activity will meet, the measurable goal/s it will achieve and who will benefit from the activity. CAPER:
