Request for Proposals for Legal Services for Commuter Rail Negotiations with
BNSF Railway Company for Northstar Commuter Rail Project: Extension to St.
Cloud

The Northstar Corridor Development Authority (NCDA) is issuing a Request
for Proposals (RFP) for Legal Services for Commuter Rail Negotiations with
BNSF Railway Company (BNSF) for the Northstar Commuter Rail Project:
Extension to St. Cloud. The legal services required by the NCDA relate
primarily to contract negotiations with BNSF and acquisition of property
rights that will be necessary for the construction and operation of an
extension of the project from Big Lake to St. Cloud. Necessary agreements
are likely to include a Purchase and Sale of Easement Agreement, Joint Use
Agreement, Commuter Service Agreement, platform lease agreements for
stations in St. Cloud and Becker, and other related property agreements, if
necessary.
A pre-proposal conference will be held on Friday, March 12,
2010. Proposals must be received no later than noon Central Daylight Time
(CDT), Tuesday, March 30, 2010. The NCDA reserves the right to reject late
responses.
